Because custom maps aren't fun, setup properly, aren't bungiezzz great grand design. Idk. People play them when the maps are up on servers, but the 50 map limit is mostly what kills custom map game play etc
Not quite sure but custom maps aren't and haven't been popular since the dawn of time. But they're fun to play and see people's ideas and try out their work.
