H2V/Project Cartographer will, in fact, run on Linux under Wine, and it will run quite well. You can install it under a default 64-bit prefix and it will probably run, but without sound. Here's how I managed to get everything working properly:

You'll need to create a new 32-bit Wine prefix. You'll also need Winetricks. Run Winetricks with WINEARCH=win32 using either the CLI or the GUI. Install the following components:
  • Windows Media Player 9 (wmp9)
  • Visual C++ 2013
  • MS XML 3
  • mfc40
  • mfc42
I also installed direct3d9_36, but I'm not entirely sure it's necessary. After you've done all that, then run the Project Cartographer installer under your Halo2 wine prefix. I've not encountered any bugs so far except for some graphical issues related to water, mostly appearing on Warlock.

Here are my specs, for reference:
OS: Solus 4
CPU: Intel Core 2 Quad
GPU: AMD Radeon HD 8570
GPU Driver: Mesa 18.0

I'm not using Gallium Nine. I haven't tried it. I don't know if it would make things better or worse.
