I disable the in-game Cartographer FPS limiter located in the Cartographer guide > Other Settings. This and using RivaTuner to lock the frame rate to 60 and everything is working great. Thanks for the help.

I'm having a similar problem. My PC (i5 3570k / GTX680) should run the game just fine but the fps are always fluctuating between 60 and 50 whatever is happening in the game, even on the menus (this causes alot of stutter ingame). Changing settings, locking everything to 60 fps, etc, doesn't...
