Editing AI placement through Assembly (scenario/squads) allows for more 'freedom' and ability to manipulate the spawns as you please. For example, simple biped swapping doesn't allow for weapon/grenade/vehicle changes to the maps squads. With this method you can make a Grunt squad an Elite squad by changing the 'character index' within each respected squad, instead of changing one Heretic Elite into one Spec Ops Elite, you could change the one Heretic Elite to be 2 Grunt Majors etc.
