it sounds like an issue on your end; i personally haven't met other people with your problem since the latest launcher (which you should have with the manual update).
i'm (again) inviting you to join our discord to talk to people (the launcher's dev) who know what exactly is going on when the launcher is trying to download the remote xml file.
if not, you have 2 options (unless someone finds a solution on the forums):
1) run halo2.exe without the launcher (hoping you are still logged in)
2) wait for the next update in which the launcher will probably be removed
