Jittery / Frames Per Second Issue

Hi, I just installed H2 PC for the first time. Everything is working correctly, I can connect to servers and play online. However, it is unplayable because of the low frames per second and stuttering. I know my computer has the resources to play games that require a lot more CPU/RAM, but for some reason this one is not working well.

Any suggestions on how to fix this?

disable the frame limiter, frame limit using an external program or turn on V-Sync.
Halo 2 needs to be frame limited at 60 to work properly.
