Yeah, I could never figure out why the turret refused to spawn on a dedicated server (when enabled in the playlist), yet it works fine when its just a hosted match. Eventually I made a custom version of the map called Ascension ToP. If you figure out how to make it work consistently on a dedi let us know.

I'm going to keep trying. The only way I got the turret to spawn was setting it to random. Everything else I tried failed.
