I'm using Project Cartographer on a gaming laptop with a GTX1060 as well as an integrated Intel graphics. By default, without any command line arguments on halo2.exe, there is no vsync. I have tried forcing vsync through NVIDIA Control Panel, trying dedicated fullscreen, and borderless windowed. Turning off Cartographer's frame limiter and trying to impose one with either Rivia Tuner or NVIDIA control panel has zero effect (neither throttles the framerate), as well. I tried disabling fullscreen optimizations in compatibility properties to no avail.
I'm at a loss. The only way I've managed to remove screen tearing is by using Windowed mode (which gives me some really weird frame-pacing issues, for some reason) or--this is where it gets weird--forcing Halo2.exe to run using the integrated intel chip (which prevents me from adding Anisotropic filtering, among other issues).
Before anyone asks: no, I am not using the shortcut with the -novsync command line argument. (Though, out of desperation, I did try to see if running the game with -novsync helped the GPU take over, and was sorely disappointed).
I'm playing in 1080p at 60Hz. Windows 10.
